The following should help with understanding the youth categories and knowing which category your child is in.
Under no circumstances should any youth rider be riding in any category other than their own unless a valid dispensation card is produced by the rider when signing on at the event.
Please refer to the regulations listed below that have been taken from the British Cycling Technical Regulations rulebook for road and track, which can be found here
Where it states, ‘….may apply to the board….’ – this refers to the British Cycling board and not Welsh Cycling.
18.104.22.168 Category B and C Youth riders who gain 15
licence category points in any one year may apply
to the Board for dispensation to compete in closed
road events restricted to the next higher age
category. Youth C Riders shall not be granted a
dispensation to ride as a Youth A.
22.214.171.124 Category A Youth riders who gain 15 licence
category points in any one year, or who have
attained a top 10 place in the previous year’s
National Youth A rankings may apply to the Board
for dispensation to compete against riders of any
older category in closed road events. This
dispensation does not apply to National A events.
For national and regional championships the
dispensation is limited to events restricted to the
next highest age category, i.e. junior.
126.96.36.199 Category A, B and C Youth riders may, at the
discretion of the Chief Commissaire, apply for
dispensation to compete in track events open to
Junior category riders. Youth B and C riders are
not permitted to compete in track events open to
Elite or First category senior riders.
188.8.131.52 Riders receiving dispensation under T.R. 184.108.40.206 to
220.127.116.11 shall be issued with an authorisation card
and this must be produced by the rider when
signing on at events to which the dispensation
